IBM, CMU partner with NUS to advance AI and quantum research across ASEAN

Chiang Mai University( CMU) has signed multiple MOUs with IBM and the National University of Singapore to advance AI quantum computing and Digital Transformation capabilities across Thailand and the wider region. CMU has signed a MOU with IBM to participate in the IBM-NUS Research and Innovation Centre where it will explore collaborations in AI with emphasis on establishing an AI-centric compute infrastructure and an innovation agenda to help develop Thailand’ s advanced AI ecosystem.

CMU also signed an MOU with IBM to begin joining the IBM Quantum Network. As a prospective member of the IBM Quantum Innovation Centre at the National University of Singapore( NUS) CMU would gain cloud access to IBM quantum computers and research resources. Another MOU between CMU and NUS signed in August 2025 supports joint research the sharing of best practices and co-innovation on nextgeneration AI and quantum technologies.
These agreements create a framework for NUS and CMU to co-develop research initiatives using IBM infrastructure aligned with regional priorities in AI and quantum computing to address challenges such as climate resilience sustainable agriculture and public health. The collaboration demonstrates a shared commitment to strengthening the ecosystem and talent pipeline in Singapore and Thailand.
The MOU for CMU’ s participation in the IBM-NUS Research & Innovation Centre includes plans to use prototype IBM Spyre Accelerators from IBM Research’ s AIU family. This technology stack combining advanced AI software systems and accelerators will support efficient tuning of fine-tuned models( FMs). CMU aims to democratise AI across Thailand by promoting lower-cost AI solutions to increase accessibility and help bridge the digital divide.
The MOU between CMU and NUS also outlines opportunities to advance quantum computing research. Through its MOU with IBM CMU intends to join the IBM Quantum Network gaining access to IBM’ s cloud-based quantum systems. These agreements enable co-innovation and opportunities to integrate AI and quantum capabilities applying advanced technologies across the FM technology stack to drive breakthrough applications.
Through the IBM-NUS Research and Innovation Centre and the IBM Quantum Innovation Centre at NUS handson training and research in AI and quantum computing are planned to help develop future talent at CMU. The collaborations aim to build a strong AI and quantum ecosystem in Thailand with benefits across ASEAN. By combining advanced technology with academic research and cross-industry collaboration NUS and CMU aim to empower organisations researchers and policymakers to apply emerging technologies for long-term competitive advantage societal impact and sustainable regional development and growth.
