Inception signs strategic AI-GOV MoU With Tajikistan to scale public sector AI

Inception has signed a strategic Memorandum of Understanding( MoU) with Tajikistan’ s Ministry of Industry and New Technologies and synthetic data company zypl. ai.

The agreement brings together Inception, the Ministry and zypl. ai to pilot, deploy and scale artificial intelligence solutions across public administration under Tajikistan’ s national AI-GOV initiative. It establishes a structured framework to accelerate responsible AI adoption in the public sector, strengthen institutional AI capabilities and support implementation of Tajikistan’ s National AI Strategy 2040.
The partnership is also designed as a regional reference model for AI governance and public-sector transformation, positioning Tajikistan as a showcase for Central Asia. Joint efforts will focus on knowledge transfer, workforce development and the creation of institutional frameworks that enable long-term AI scaling and regional replication.
Ashish Koshy, CEO, Inception, said the collaboration underscores the company’ s focus on applied AI with national-scale impact. He said that working with the Government of Tajikistan and zypl. ai under AI-GOV will support production-ready AI deployments that respect sovereignty, governance and local context while enhancing public service delivery.
Minister of Industry and New Technologies Sherali Kabir said the tripartite MoU marks a significant milestone in Tajikistan’ s ambition to become a regional AI hub. He said that the partnership reflects the country’ s commitment to attracting global AI leaders and exporting value-added AI products and services.
Azizjon Azimi, CEO, zypl. ai, said the agreement aligns national vision with global AI expertise and positions Tajikistan as an AI center.

Pakistan Digital Authority and DFINITY launch sovereign cloud and AI infrastructure partnership

The Pakistan Digital Authority( PDA) and the DFINITY Foundation have signed a memorandum of understanding to advance sovereign AI-native digital infrastructure in Pakistan, ensuring sensitive national data remains in country while enabling secure modern software systems built for the AI era.

Under the agreement, DFINITY will support creation of a dedicated Pakistan Subnet on its Internet Computer Platform( ICP), a sovereign cloud designed to host tamper-resistant software, national scale applications and AI powered systems operating independently of foreign cloud providers. The initiative aims to strengthen digital resilience, protect strategic data assets and enable transparent verifiable public systems.
The partnership includes development of a National Messenger application for private verifiable communications across government institutions. It also expands access to Caffeine, DFINITY’ s AI platform that allows users to build and deploy production ready applications using natural language prompts. Pakistan will receive 1,500 Caffeine licenses to support capacity building across government, education and entrepreneurship sectors.
DFINITY will establish a local presence in Pakistan to reinforce long term collaboration and technical engagement. The initiative supports innovation, digital sovereignty and development of AI native services aligned with national priorities.
DFINITY, creator of the Internet Computer, has invested more than $ 500 million in research and development, producing over 1,500 academic papers, 88,000 citations and more than 190 patents in distributed systems, cryptography and advanced computing. •
